The fake review that became a legal case, and what it teaches every Dubai brand
%2520(1).webp)
Quick answer
A recent case in Dubai, reported on 12 October 2026, showed that false reviews posted to damage a company's Google Maps page can lead to legal action in the UAE.
Fake reviews break Google's Maps policy and may fall under the UAE's Federal Decree Law No. 34 of 2021 on rumours and cybercrimes. The brand response is the same everywhere: document, report through the official channels, never pay, keep collecting real reviews.
Report a fake review
- A fake review on your profile: in your Business Profile open Read reviews, select Report next to the review, then follow it in the Reviews Management Tool. Google's steps
- Someone asks for money to remove reviews: do not pay or reply. Send Google the merchant extortion report form.
- In the UAE: use the official reporting channels listed on the government portal.
- Every time: keep screenshots with date, time and sender, and the links to each review.
Updated 14 October 2026
Online reviews have become one of the most valuable assets a business owns, and that makes them a target. In October 2026 a case in Dubai, reported by Khaleej Times, involved false negative comments posted on a company's Google Maps page to damage its reputation.
For any brand with a pin on the map, the lesson cuts both ways. A fake review against you can become a legal matter. A fake review for you is the kind of breach Google says it blocked or removed more than 292 million times in 2025.
What happened in Dubai
According to the reports, the company filed a complaint and the false comments were found to have been coordinated. The case is a reminder that freedom of expression online has limits when it is used to harm a business.
The reports did not name the company or list the charges, so this post does not guess at them. For a brand the practical lesson is simple: screenshots, dates and a formal complaint are what turn a rating problem into something that can be acted on.
What the UAE law says
The UAE's Federal Decree Law No. 34 of 2021 on Combatting Rumours and Cybercrimes took effect on 2 January 2022, according to the government portal u.ae. It covers crimes committed through information technology, networks and platforms, and it lists offences with penalties.
Among the offences the portal lists are disseminating false information, falsifying electronic documents, blackmail and extortion, and creating illegal content and refusing to remove it. A review written to deceive, or a threat to post one unless paid, reads close to that list.
Which article applies to a given case is for a lawyer, not a blog. This post is not legal advice; it quotes the portal's summary and gives no penalty figures, because we did not open the full text of the law.
Lawyers quoted by Khaleej Times on 29 July 2026 draw the line the other way too: an honest, factual opinion about a service is allowed, while an attack on an owner's honour, or calling a business a scam without proof, can create liability. The paper reported an Abu Dhabi case in which an influencer was ordered to pay Dh81,000 over a restaurant video judged to target the owner, not the service.
Reporting needs no lawyer. The same portal lists the official online channels for reporting a cybercrime in the UAE.
What Google's rules say
Google's Maps content policy puts fake engagement and rating manipulation on its prohibited list. Reviews must reflect a genuine experience; paid reviews, reviews from several accounts run by one person, and content posted on a competitor's listing to undermine it are all removed.
The same page bans incentives. A merchant may not offer payment, discounts, free goods or services for a review, a changed review or the removal of a negative one, may not discourage negative reviews, and may not press guests to post on the premises.
Reviews from staff, former staff, contractors or industry competitors count as a conflict of interest and are removed too. What is allowed is plain: ask every customer for an honest review, with no reward and no script.
Breaking the fake engagement policy has consequences for the business. Google's help centre lists three: no new reviews for a set period, existing reviews unpublished for a set period, or a profile warning that fake reviews were removed. Owners are emailed and can appeal.
The scale is large. Google said on 16 April 2026 that in 2025 it blocked or removed over 292 million policy violating reviews, removed over 13 million fake Business Profiles and put posting restrictions on more than 782,000 accounts.
Its newest systems look for review scams, such as a demand for payment to remove a wave of fake one star reviews. When spam reviews spike, Google says it removes the fake content, pauses new reviews on the profile, alerts the owner and shows customers a notice.
From April 2026, verified owners also receive email alerts about important edits to their Business Profile before those edits go live, the same post says.
Why foreign regulators matter in Dubai
Dubai brands are reviewed by visitors from everywhere, so the undertakings Google gave a British regulator in January 2025 are worth reading in the Gulf. They describe the sanctions Google is prepared to apply when a business is caught.
On 24 January 2025 the UK's Competition and Markets Authority announced that Google had agreed to sanction UK businesses that boost their star ratings with fake reviews, and the people who write them. Repeat offenders lose all their reviews for six months or more.
Under the undertakings, a business caught using fake reviews gets a prominent warning on its Google profile and its review function switched off. Individuals who repeatedly post fake reviews for UK businesses are banned from posting new ones, wherever in the world they sit.
Google reports to the CMA for three years and, per the regulator's notes, planned to extend the sanctions beyond the UK, including to EU businesses, by the end of 2025.
The Digital Markets, Competition and Consumers Act 2024 lets the CMA fine firms that break consumer law up to 10% of their global turnover, the release adds.
A CMA short guide published on 4 April 2025 adds that any trader who publishes reviews is responsible for preventing and removing fake ones, even when a third party monitors the reviews on its behalf.
Enforcement has continued. On 27 March 2026 the CMA opened investigations into five businesses over star ratings and discounts offered for reviews. The regulator says it has reached no conclusions yet.
In the United States, the FTC and the State of Illinois took action on 11 May 2026 against a company accused of creating thousands of listings for home repair firms that did not exist and posting fabricated five star reviews, under the federal Reviews and Testimonials Rule. The case is at the complaint stage.
| Rulebook | Who enforces it | What it bans | What happens |
|---|---|---|---|
| UAE Federal Decree Law No. 34 of 2021 | UAE authorities, through the official reporting channels | False information, falsified electronic documents, blackmail and extortion, among other offences | Can lead to legal action, as a Dubai case showed in October 2026 |
| Google Maps content policy | Google, through automated systems and reviewers | Fake engagement, rating manipulation, incentives, conflict of interest reviews | Reviews removed; profile blocked from new reviews, reviews unpublished, or a public warning |
| UK Digital Markets, Competition and Consumers Act 2024 | Competition and Markets Authority | Posting or commissioning fake reviews; failing to prevent and remove them | Fines of up to 10% of global turnover; under Google's undertakings, warnings on profiles and review functions switched off |
How to spot a fake review
No single sign settles it, and Google's help centre warns owners not to report a review just because they disagree with it. Negative reviews, it says, can highlight areas for improvement and are not always a sign of poor service.
The patterns Google says its systems watch are the useful ones: a sudden spike of reviews on one profile, and scam patterns such as a demand for payment to remove one star reviews.
The clearest case is extortion. Google describes it as a sudden increase in one star and two star reviews followed by someone demanding money, goods or services to remove them. Its advice: do not engage, do not pay, gather evidence immediately.
How to report one, step by step
In the Business Profile, open Read reviews, select Report next to the review, choose the reason, such as Spam, and send the report. Google's help page says evaluation typically takes several days and that progress can be followed in the Reviews Management Tool.
The tool shows three statuses: Decision pending, Report reviewed with no policy violation, and Escalated with updates by email. If a flagged review is not removed, it allows a one time appeal of up to 10 reviews. A review that complies with policy stays live.
The video Google embeds on its own help page for the flag review tool.
Automated spam detection also removes reviews on its own, and Google admits the system occasionally removes legitimate ones. Owners who lose a real review are told to contact support.
For extortion, use Google's merchant extortion report form with screenshots of every demand showing date, time and sender, links to the suspicious reviews, and any names, numbers or profiles involved. In the UAE the same evidence supports a report through the official channels.
What makes a great review, and why it pays
A great review is specific. It names the dish, the room, the person who helped and the day it happened. In BrightLocal's Local Consumer Review Survey 2026, published on 11 February 2026, the factor US consumers rated most useful was a review backed up by others with a similar view (56%), followed by a positive experience (46%) and a review posted within the last month (44%). An appealing photo or video mattered to 36%.
Freshness counts. The same survey found that 97% of consumers read reviews for local businesses and 74% look for reviews written in the last three months. A steady flow of real reviews beats a sudden burst, which is exactly the pattern Google's systems flag.
Replies count too. 89% expect owners to respond, and half are put off by templated answers. A short, specific reply shows a person is listening.
A great review works because it plays by four rulebooks at once.
Google. The Maps policy asks for a genuine experience and nothing in exchange. A profile built on honest reviews is one the spam systems leave alone; a profile padded with fakes risks the restrictions described above.
The internet. Readers compare. Reviews that agree with each other across platforms build trust, while one glowing line among complaints does the opposite. That is why consistency topped the survey.
AI. Google's Ask Maps, launched on 12 March 2026, answers questions in plain language using reviews from the Maps community of more than 500 million contributors. On 6 August 2026 Google extended it to more than 150 countries and territories. BrightLocal found 45% of consumers now use ChatGPT or other AI tools for local recommendations and 82% read AI generated review summaries. AI repeats what real customers wrote, so the words in genuine reviews become the answer.
The craft. The review nobody can fake is earned by people who love their work: the chef who tastes every plate, the host who remembers a name, the team that fixes a mistake before the guest notices. The rules protect the rating; passion for the craft is what fills it.
How real reviews are earned
Google's own tips are short. Remind customers with a review link or QR code, reply to every review, value negative feedback as much as praise because a mix reads as more trustworthy, and keep replies polite, specific and free of promotions.
Replies to negative reviews should protect privacy, admit mistakes without taking blame for things outside your control, apologise when it is warranted and arrive quickly. Google says a constructive reply can even prompt the customer to update the review.
On your own website, leave your Google reviews out of star markup. Google Search Central says pages where the reviewed business controls its own reviews, embedded Google widgets included, are ineligible for stars, and fake or undisclosed incentivised reviews are banned from markup.
At Cover Page the site carries no review star markup; our Google reviews live on the listing itself, where anyone can read them.
Reviews follow experience, and experience is easier to judge when the listing shows the real place. Our guide to SEO for bars and restaurants in Dubai describes the loop: visibility brings customers, customers bring reviews, and reviews lift the map ranking.
Pictures are the part a brand controls. Our Dubai content creation packages start at AED 2,500 for 100 edited photos, AED 3,900 for a video and AED 6,500 for both; the restaurant and hotel shoots are built around the plate, the room and the team.
