Permits. Media permits are issued by the Dubai Media Permits Office. Application AED 520, government locations AED 2,500, private locations up to AED 25,000 a day.

Drones. Suspended across the UAE since 28 February 2026 by GCAA Safety Decision 2026-03. No resumption date announced as of 24 September 2026.

Light. December sunsets fall between 17:28 and 17:40. Soft portrait light lasts roughly 30 to 40 minutes before that.

‍

Most guides to hiring a wedding photographer in Dubai list venues and show portfolios. The decisions that actually shape your photographs are less glamorous: which authority licenses a professional shoot, why no drone can legally fly over a Dubai wedding right now, how many minutes of usable light a December evening gives you, and what UAE privacy law says about every guest in the frame. We have covered more than 1,000 events since 2015 across Dubai, Milan and Lyon. This is what we tell couples before they sign anything.

How much does a wedding photographer cost in Dubai?

At Cover Page, wedding photography in Dubai starts from AED 4,300 for the Photography package, the combined Photography and Videography package is AED 8,600, and Videography alone is AED 6,500. Those are the figures shown live on our wedding packages page, and a slider on our wedding photographer Dubai page builds a custom package when hours, photographers or locations change.

For context, the WedMeGood directory of Dubai wedding photographers lists photo and video day rates from about AED 8,000 up to AED 22,000 per day. The spread is wide because the price is not really about the camera. It moves on four things: hours of coverage, number of shooters, number of locations on the day, and the permissions each location needs. Editing time is the hidden fifth: a photographer who delivers hundreds of retouched frames is billing days of work after the wedding, not only the eight hours you see. If you are adding a film, our guide to wedding videography in the UAE explains why sound, not image, is the hard part.

Shoot permits in Dubai: who issues them and what they cost

Professional media work in Dubai is licensed centrally. In December 2024 Dubai created the Dubai Media Permits Office under the Dubai Media Council, which now issues media permits across the emirate, including free zones, under Law No. 29 of 2024 and Decrees No. 66 and 67 of 2024, as Gulf News reported from the official announcement. The Dubai Film and TV Commission sits under the same Council.

What a permit costs depends on the ground you stand on. The Commission's published schedule, as reported by Khaleej Times, sets a non refundable application fee of AED 520, a government location fee of AED 2,500 for most production types, and private location fees from nothing to AED 25,000 a day. Filming without permission is fined AED 25,000, and shooting without location approval AED 15,000. On top of that, hotels, beach clubs and malls set their own terms for outside crews.

There is also a hard line no permit moves. The Dubai Media Council's Public Guide to Filming, issued in April 2026, lists airports, seaports, power and water facilities, telecom towers and active emergency sites as prohibited, and states that recording there is a criminal offence even if the material is never shared. For couples that matters more than it sounds: a first look on a rooftop with an airport or port in the background is not a creative choice, it is a legal risk. We check every location for both points before we quote.

Drones in 2026: suspended across the UAE, and what they cost when they return

As of 24 September 2026, no drone can fly over a wedding in the UAE. On 28 February 2026 the General Civil Aviation Authority issued Safety Decision 2026-03, suspending all drone authorisations, commercial and recreational, "in light of the prevailing circumstances affecting national airspace safety and security". Issue 02, dated 27 March 2026, widened the suspension to balloons and specialised operations such as aerial photography, and says no new approvals will be issued; the only way to fly is a written exemption from the GCAA. The Authority has said updates will come through its official channels. No official resumption date has been announced as of 24 September 2026. Any vendor still selling "drone included" for an upcoming date should show you that written exemption.

When flights return, the official price list is already public. The Dubai Civil Aviation Authority charges AED 500 to register a drone for commercial use and AED 100 for personal use, each plus AED 10 Knowledge Dirham and AED 10 Innovation fees. A no objection certificate to fly a drone during an event is AED 5,000, and a one time commercial flight certificate is AED 1,500, both plus the same AED 20. Time is the other cost. The GCAA states that an operator authorisation takes three weeks, needs a paid e-publications subscription of AED 1,200, and that each operation permission then takes 14 working days, with a separate security clearance whenever a camera is on board.

Bringing a drone in from abroad adds a step at the border: the DCAA runs a Drone Possession Declaration that travellers complete with their ticket number, purpose of entry and ID before the drone leaves the airport with them.

The light window: why a Dubai sunset gives you less time than you think

Dubai sunsets are early and fast. According to Dubai Online's monthly tables, in December the sun sets between 17:28 and 17:40 and the shortest day gives about 10 hours and 34 minutes of daylight. In June, sunset slides to around 19:10. In October it moves from about 18:15 at the start of the month to 17:40 at the end, so an early October date and a late October date have very different light plans.

Because Dubai sits close to the Tropic of Cancer, the sun drops steeply and twilight is short compared with Milan or London. In our experience the soft light that flatters skin lasts roughly 30 to 40 minutes before sunset. Couple portraits cannot be squeezed in after the reception starts. We build the timeline backwards from sunset: portraits first, then golden hour with the family, then the ballroom where light is ours to control.

‍

‍

Season and calendar: when Dubai dates fill up

The cool months from September to January are when most couples book, so the best Saturdays at the best venues tend to go early. That is a pattern, not a rule, and a good planner can still find dates inside it. The weather explains the pull: average highs fall from 36°C in October to 31°C in November and 27°C in December, while August averages 43°C with humidity that can pass 90 percent, and February is the wettest month with about 25 mm of rain. When a camera moves from an air conditioned ballroom onto a humid terrace the lens fogs, and in our experience it can take ten minutes or more to clear, so we acclimatise a second body before terrace moments.

Two calendar traps sit inside the season. Ramadan 2027 is projected by the UAE Astronomy Centre to begin on 8 February 2027, with Eid Al Fitr around 9 to 11 March, as The National reported; many families avoid that window and hotels change their event rules. And from 15 June to 15 September the UAE midday break stops outdoor work between 12:30 and 15:00, as ABS Partners sets out, which rules out noon outdoor sessions for any crew.

‍

‍

Privacy law covers the whole wedding, not one room

UAE privacy law does not stop at the ballroom door. It applies in the bridal suite, the hotel lobby, the aisle, the beach and the after party. Article 44 of Federal Decree Law No. 34 of 2021 on cybercrime makes it an offence to photograph people without consent and share the images electronically, with up to six months in jail and fines between AED 150,000 and AED 500,000, as reported by Khaleej Times. Hotel staff, other guests in a shared lobby and passers by on a public beach are covered too. The private album can hold your guests; public reels and posts should only show people who are happy to be online.

Culture adds its own layer. At many Emirati weddings, as The National has described, no photography is allowed at the women's celebration, and the bride's event can run three to four hours separately from the groom's. For Arab and many South Asian families, a female photographer for the women's hall is the condition of entry. We staff that from the first call. For same day social content handled with consent, see our guide to wedding day content creators in Dubai.

‍

‍

Two locations, two permits: why a split wedding day costs more

Since 1 February 2023, Federal Decree Law No. 41 of 2022 has allowed non Muslim couples to marry in a civil procedure in the UAE. Both partners must be at least 21 and each must declare consent before a judge, according to Gulf News' summary of the law. Many couples therefore split the day: a short civil signing in one place, then a symbolic ceremony at a hotel or on a beach.

Each extra location is a second job, not a detour. Two locations mean two sets of permissions, two location fees or venue approvals, a second recce, extra travel and lighting set ups, and a longer timeline for the team. That work happens behind the scenes, but it is real, and it is why a two location day carries a higher fee than a single venue. We price it openly so there are no surprises on the invoice.

Filmed on cinema tools: the cameras behind every Cover Page shoot

Our main camera is the Sony FX5, the newest cinema camera in Sony's line, shipping since August 2026. It is the first camera in the FX series to record X-OCN inside the body, a 16 bit RAW video format that until now only Sony's VENICE 2 and BURANO cinema cameras offered. It films 5K open gate in 3:2, so a single shot can become both a wide film frame and a vertical 9:16 reel. Sony rates it at more than 15 stops of dynamic range, with three base ISOs of 800, 4000 and 12800, it films slow motion at up to 120 frames per second, and with the XLR-H2 handle it records up to four channels of 32 bit float audio at 96 kHz.

Why it matters to you: skin tones, gold decor and the hard light of a Dubai sunset can be graded without banding, because the file holds far more colour information than a standard video file. The result looks closer to cinema than to a phone. For your photographs, the A1 and the A7R III carry the day, and the FX5 joins when you add a film.

Also in the kit:

  • Sony A1: 50.1 megapixel stills at up to 30 frames per second, and 8K video.
  • Sony A7R III: 42.4 megapixel stills, detail that holds up in a large print or album.
  • A Polaroid camera for instant prints, a keepsake you hold the same day.
  • DJI Mini 5 Pro, a one inch sensor drone under 250 grams, flown only when the GCAA allows drone operations again.

While drones are grounded, we get the high angle another way: telescopic poles and arms that lift a camera up to about 10 metres for aerial style shots. The GCAA defines an unmanned aircraft as an aircraft operated with no pilot on board, and a pole mounted camera is not an aircraft. The usual location permit and venue rules still apply, and we clear them before the shoot.

Do you need a permit for wedding photography in Dubai?

Not at the moment. GCAA Safety Decision 2026-03 has suspended all drone operations in the UAE since 28 February 2026, and no resumption date has been announced as of 24 September 2026.

How much does a drone permit cost in Dubai?

DCAA lists AED 500 for commercial drone registration, AED 5,000 for a no objection certificate to fly during an event and AED 1,500 for a one time commercial flight, each plus AED 20 in fees. Approvals are currently suspended.

What is the best time of day for wedding photos in Dubai?

The last 30 to 40 minutes before sunset. In December the sun sets between 17:28 and 17:40, in June around 19:10, so build the timeline backwards from the sunset time on your date.

For a full day in Dubai, usually yes. What matters more is coverage of the key moments and the light window. Our packages deliver a curated edit rather than every frame, and every image is colour graded and retouched.

Can guests be photographed without consent in the UAE?

Article 44 of Federal Decree Law No. 34 of 2021 penalises photographing people and sharing images without consent, with fines of AED 150,000 to AED 500,000. It applies across the whole wedding, so keep non consenting guests out of public posts.

Do Emirati weddings allow photographers?

Often only with a female photographer in the women's hall, and some families allow no photography there at all. Discuss this before booking so the right team is staffed.
